Juvenile Justice Indicators Indicators are key for measuring and presenting specific information about the situation of children in conflict with the law. An agreed set of indicators represents a basic dataset and comparative tool that offers a starting point for the assessment, evaluation and service and policy development. A set of fifteen indicators of core importance to juvenile justice has been developed by UN agencies in consultation with NGOs and individual experts. The fifteen indicators have been refined through field-testing in a number of countries and are endorsed by the Interagency Juvenile Justice Panel.
