1. Editorial:

In this edition of the newsletter, the Panel Secretariat would like to highlight the Concluding Observations of the 50th Session of the Committee on the Rights of the Child that ended last month. In these Concluding Observations the Committee makes strong recommendations relating to justice for children, including the administration of justice and justice in matters involving child victims and witnesses of crimes. The Committee also encourages the governments of the Democratic People’s Republic of Korea, the Democratic Republic of the Congo, Malawi, the Republic of Moldova and the Republic of Chad to seek technical assistance in juvenile justice from the Interagency Panel on Juvenile Justice and its members. Once again, we encourage our members to follow-up on the Committee’s recommendations and to coordinate with each other at country level if any action is taken.

We would also like to flag that at the 10th session of the Human Rights Council, from 2-27 March 2009, the Panel is organizing a side-event on “Juvenile Justice Challenges: Strategies to address Violence against Children in Contact with the Justice System”. The event aims to provide governments, advocates and other actors with examples of advocacy, policy and legal reform strategies to address violence against children that come into contact with justice systems. The event is co-sponsored by  six members of the Panel: the Office of the United Nations High Commissioner for Human Rights (OHCHR), the United Nations Children’s Fund (UNICEF), Defence for Children International (DCI), Penal Reform International (PRI), Save the Children UK and Terre des hommes Foundation (Tdh).
