This discussion paper entitled "Analysis of the Progress and Remaining Challenges in Child Care System Reform" was written by Natalia Lyalina, Independent Consultant, and Anna Nordenmark Severinsson, UNICEF CEE/CIS Child Protection Specialist in May 2009 as background to the Second Child Protection Forum for Central Asia, Azerbaijan and Turkey, that took place from 12-14 May 2009 in Bishkek, Kyrgyzstan. The document presents the findings of the analysis, underlining the importance of alternative care in the region, and provides country studies of Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkey, Turkmenistan and Uzbekistan.
