This discussion paper entitled "Analysis of the Progress and Remaining Challenges in Child Care System Reform" was written by Natalia Lyalina, Independent Consultant, and Anna Nordenmark Severinsson, UNICEF CEE/CIS Child Protection Specialist in May 2009 as background to the Second Child Protection Forum for Central Asia, Azerbaijan and Turkey, that took place from 12-14 May 2009 in Bishkek, Kyrgyzstan.
